GAO ANALYSTS UPDATE
Time Sensitive Alert regarding Performance Ratings

It appears that Band Is and Band IIAs that were 'promoted' in July received annual ratings a couple of weeks ago that were based only on their performance for three months (July to Oct 2006). In addition, mission team managers gave very different guidance to staff about the rating period and how mission team managers were going to determine ratings. Consequently, many newly promoted colleagues received significantly lower ratings than they received in June prior to their 'promotion.' Their SRS score, and thus their pay, will be based on 3-months performance while their other Band IIA and IIB colleagues’ ratings will be based on 12-months performance. This rating will affect annual pay and promotion packages for the next 3-years.

Staff have a very limited time (30 days) in which to request
that the PAB investigate their circumstances. The clock would generally begin from the date that the rating was issued (but circumstances may vary).

It has already been two weeks since we received our ratings, so only two weeks remain.

Ask yourself the following questions to determine whether you should seek assistance from the PAB:
Were you, or one of your colleagues, 'promoted' in July from Band I to IIA, or from IIA to IIB?
Was the rating you received a couple of weeks ago lower than the rating you received in May or June?
Was the rating you received a couple of weeks ago lower than the rating you received in May or June?
Do you realize:
That your ANNUAL rating will be based only on 3-Months of performance?
That your SRS score will likely be in the bottom 50% because other Band IIs were rated based on 12-months performance and so will be rated higher?
If you have a low SRS score, you will likely receive a lower pay raise than other Band IIs?
This October rating will affect your pay, and your ability to apply for a promotion, for the next 3 years?
The competencies for Band IIA and IIB are nearly identical, except that IIB also has the 'Developing People' competency, so that your ratings in the other competencies should not have dropped because you are in a 'new' position?
If you are a new Band IIA or IIB, or know any newly promoted Band IIA or IIB who has questions about their recent performance rating, call (202-512-7512) or visit the PAB (820 First Street, NE - the CNN Building, one block from Union Station) to discuss these issues and learn your options.

ACT NOW, because time is running out.....
