YOUR Comments Requested regarding changes to Order for the GAO Inspector General This is an important announcement
to all GAO Analysts and Specialists: the GAO Employees
Organization (the GAO Union) is seeking all GAO Analysts’ comments
on the proposed new Order 0130.1.23 governing the Office of Inspector
General (OIG). The OIG has developed this Order in response to its
statutory authority provided recently through the GAO Act of 2008.
The GAO Union wants your feedback!
As a GAO analyst or specialist, and a member of the bargaining unit
-- including both Union members and those who are not yet a member --
the Union is collecting your comments so that we can provide more
informed feedback on behalf of GAO's Analyst and Specialist
community.
This is an important opportunity for
you to submit your comments on GAO's Office of Inspector General.

In addition, GAO management has provided this summary of the changes to GAO's analyst and specialist community. Please feel free to offer comments on any aspect of the Order, with
a particular focus on those highlighted sections that relate to
employees.

Outlook Update: Use Job code 997902
to manage emails connected to the Outlook transition
As a result of the Union's efforts,
GAO management has established a new job code (997902) for any work
you to do prepare for the Outlook transition, such as saving your
email to DM and reviewing archived emails that you may decide to
delete.
The Union encourages you to use this
job code when managing your archived email, which will allow GAO
management to track the resources spent saving emails to DM instead
of using an archive.

GAO Union Delivers Report to
Congress about GAO's Personnel Authorities under the GAO Act Of 2004
Tuesday morning, the IFPTE
transmitted the GAO Union’s report to the Congress on GAO management's use of its human capital flexibilities
provided under the authority of the GAO "Human Capital II Act"
of 2004. For the full report, see this link.
Language from the GAO Human Capital
Reform Act of 2004, (PL
108-271) offered an opportunity for GAO's employee
organizations, including your GAO Union, to comment. The Union's
report detailed the history of how GAO used its human capital
flexibilities since the act passed. The report was based in part on
your comments and the work of Union volunteers.
One of the benefits of volunteering
with the Union is the opportunity to communicate directly to the
Congress and reflect the thoughts and experiences of fellow GAO
analysts and specilists. This report was made possible by a team of
dedicated Union volunteers and elected representatives, who
researched, wrote, and edited the report, based in part on comments
from GAO's analyst staff—both members and non-members.

for taking the lead in developing and writing the report. Others who
contributed include Jennie Apter, Lee Carroll, George Duncan, Jackie

Forensic Audits and Special
Investigations (FSI) to Be Represented on the Union Assembly
GAO auditors and investigators in the
Forensic Audits and Special Investigations (FSI) team will soon have
their own representation on the Union's governing body, the Union
Assembly. Under the GAO
Union Constitution, each GAO headquarters team has its
own delegate, and because FSI is now its own GAO mission team --
separate from Financial Management and Assurance (FMA) -- a new
Assembly delegate position for FSI has been created.
As a result, the
democratically-elected Union Assembly is seeking members from FSI to
run for the position of FSI Assembly Delegate. Only Union members
can run for an elected position and vote in Union delegate, officer,
or ratification elections. This special election will be held as
soon as possible and FSI staff will be notified of further details in
the coming weeks.
