Extended Deadline to Comment to Congress on GAO's Personnel Authority by Friday, June 18
This is an important reminder for all GAO Analysts and Specialists:
As directed by law, the GAO Union will provide feedback to Congress on
how GAO has exercised its personnel management flexibility--but we need
your comments so that we can better represent you. To those of you who have provided your very useful comments, thank you. To everyone else, we have extended the deadline to include you--so please send us your comments by June 18!
The Union will comment on GAO management's use of its personnel
authority under sections 2, 3, 4, 9, and 10 of the "Human Capital
II" Act (GAO Human Capital Reform Act of 2004, PL 108-271).
The Act also directs GAO to provide an opportunity for GAO's employee
organizations, including your GAO Union, to give their comments.
These sections of the 2004 Human Capital II Act, among other things,
enabled GAO to offer lump-sum separation payments, independently
determine annual pay adjustments (which was later addressed in the GAO Act),
and implement its performance management system; the Act also required
GAO management to consult with GAO employee associations. FOR MORE INFORMATION ABOUT THE GAO HUMAN CAPITAL II ACT, SELECT THIS LINK.Because GAO has a Union, you have an opportunity to have your voice heard! Your elected GAO Union representatives need your
feedback, so that the Union can communicate the perspectives of GAO
Analysts and Specialists directly to Congress. As a GAO Analyst or
Specialist, and a member of the bargaining unit--whether you are not
yet a GAO Union member, or you are already a GAO Union member--we would
like your comments so that the Union can provide an informed
position to Congress on behalf of GAO's Analyst and Specialist

We will collect your comments until Friday, June 18, 2010, in order to
process them and submit them to Congress. Please email your

Volunteer for the Union Election Committee by June 21; Volunteers Selected June 23
We
have had a great response, but the Union is still looking for a few
additional member-volunteers to serve on the Union Election
Committee. The Union Election Committee volunteers ensure fair
election and selection processes, and preserve the Union's
ability to represent GAO Analysts and
Specialists democratically. Because they must remain
independent, Elections Committee volunteers are not allowed to hold
elected office as a Union Representative. If
you are a dues-paying Union member, and would like to help ensure that
the Union remains fair and representative, then please consider
volunteering for the Elections Committee--please respond by email to gaoanalysts@ifpte.org.
Check Your Paycheck for Your Retroactive Performance-Based Compensation and Bonus
For
this last paycheck, you should have received your retroactive PBC pay
and $300 bonus. To double-check this, you can examine your
earnings and leave statement and your PBC pay with the following
steps:

To check on your $300 bonus (for analysts who have graduated from PDP), log into NFC's Employee Personal Page (EPP) and
get your Earnings and Leave Statement for Pay Period 11. You
should be able to see your $300 bonus as "44 CASH
AWARD."

To
estimate your retroactive PBC pay, look on your Pay Period 11
Earnings and Leave Statement. There, you should see your
"PAY PERIOD HOURS & GROSS PAY" line increased by your
retroactive PBC increase--and check the bottom right corner for
"GRO ADJ-PP 1001-1010," which reflects your retroactive
pay. You can confirm your total PBC increase on GAO's
Intranet, by logging into GAO's CBPS system (check PBC from "Annual Cycle 2009"). Retroactive pay should approximately
equal your total PBC increase for the first 10 pay periods, divided by
the 26 total pay periods in the year. The formula would be
represented as:
total approximate PBC increase * (10 / 26) = retroactive PBC pay
GAO
management has provided an email address for employees who have not
seen the appropriate adjustments as of the planned due date.
Those employees can email GAO at RetroactivePay@gao.gov.
GAO's HCO staff will respond to your inquiries as soon as
possible. In addition, you can contact the Union for assistance,
