PBC Pay Agreement Ratified by 98 percent of GAO Union members

As result of voting that took place between April 2 and April 9, 2010, the GAO Union membership has offically ratified the 2010 PBC pay agreement.  The Union Elections Committee certified the results on Monday, April 12, reporting that 98 percent voted "Yes" to approve the pay agreement.  Over 72 percent of GAO Union members turned out to vote.

The key aspects of the agreement, which applies to Band I, II, IIA, and IIB staff (not including those under the PDP and CAPP pay plans) who meet expectations, include:

  • A PBC budget factor of 2.4 percent;         
  • A minimum amount of PBC for all employees of 1.6 percent of an employee’s relevant competitive rate;        
  • A one-time $300 performance bonus;
  • 1.6 percent of the relevant competitive rate will be applied to permanent salary regardless of salary rate maximums for Band I and IIA analysts and specialists who meet BOTH conditions below:

1. Were on board as of January 8, 2006, at the time of the Band II split and the change in salary ranges, and

2. At that time, earned salaries that were above the new Band I and Band IIA salary rate maximums.

The pay adjustment will be retroactive to the first pay period of 2010, beginning January 3, 2010, and will likely be processed sometime in May 2010, according to GAO management.

The total amount of pay earned using the PBC budget factor calculation will be applied to permanent salary subject to the salary rate maximums, with the exception of the Band I and IIA employees described in the fourth bullet (who were above the new I and IIA salary rates as of January 8, 2006).  Any pay earned that is in excess of the salary rate maximum will be provided as a cash payout.  Employees in the PDP and CAPP programs receive performance compensation differently, under a separate PRG system.

GAO Union Receives Clean Audit Opinion on its Financial Statements

The accounting firm of Haley and Associates have audited the GAO Union's first year of financial statements.  This audit encompassed the Union's finances from when we started collecting dues in late 2008 and all of 2009.  The independent auditors found that the GAO Union had presented fairly, in all material respects, the Union's financial position, and the results of its operations and its cash flows for 2008 and 2009.  The GAO Union's finances are managed by our elected Treasurer, Kristi Karls, and by the Union's volunteer Finance Committee.

 

$500 College Savings Incentive for GAO Union Members through Union Plus

Union Plus, which offers benefits to IFPTE Union members, is offering a $500 college savings grant.  To qualify, you need to open a new 529 savings or pre-paid tuition plan for a beneficiary who is 12 years old or younger and  build up the account savings balance to at least $1,000.  See this UnionPlus.org link for more information and a link to the online application.
