The GAO Union and GAO management met Friday, December 11, to begin the
2010 pay negotiations. Both parties are committed to completing
the negotiations as quickly as possible in order to implement pay
raises in the first pay period of 2010. This pay raise will
include an across the board component for all employees as well as
performance based compensation (PBC) for non-PDP/non-CAPP employees
(employees who are in a developmental program receive PBC through a PRG
held every 6 months). In the initial meeting, GAO management
presented information the agency obtained from other sources about
expected 2010 pay increases in both the federal and private sectors.
The 2010 pay negotiations will address both the across the board annual
increase component of pay and the amount of pay that will be
distributed based on employees performance, PBC. Recently,
Congress set the GS across the board increase at an overall average of
2.0%, where the GS annual across the board will be 1.5% plus 0.5%
allocated by GS locality.
Negotiation sessions between the Union and GAO management are scheduled
this week and the beginning of next week. GAO management has
assured the Union that pay raises can be implemented by NFC in the
first pay period of 2010 as long as they have the information by
January 11. We are committed to reaching a tentative agreement
promptly so we can schedule a ratification vote by the Union membership
prior to January 11.
During the weeks of December 28 and January 4, please plan on checking your GAO email
for updates on the negotiation process and an announcement regarding
the dates of the ratification vote, if you plan on being on leave for
those weeks.
