Mail Ballots for Regional Field Office Personnel
Mail ballot packages for union representation election were mailed on August 23rd to the home addresses of field office personnel who are eligible to vote. These ballots must be received at a special post office box set up for the exclusive use of the Personnel Appeals Board (PAB) no later than September 19th, 2007. A union election ballot, voting instructions and a prepaid return addressed envelope will be included with the ballot packages.

Voting in Person for Headquarters Personnel
Headquarters personnel who are eligible to vote may vote on September 19th from 6:00 a.m. until 7:00 p.m in the Bid Protest Room (1N35/1N37) at GAO Headquarters. In order to vote, eligible voters must identify themselves to the PAB agent and show their GAO ID or other valid government photo ID.

Absentee Ballots for HQ Personnel
Headquarters employees who will be unable to vote on September 19th can vote on an absentee ballot on August 28 and 30, September 4, 6, 11, 13 and 18, in the Bid Protest Room (1N35/1N37) at GAO Headquarters. Eligible absentee voters must demonstrate that they will be unavailable (via leave, telework, travel orders, etc) on the election date of September 19th, 2007, in order to be allowed to vote absentee. In addition to providing evidence of unavailability, eligible absentee voters must identify themselves to the PAB agent and show their GAO ID or other valid government photo ID to cast an absentee ballot.

The election will be by SECRET ballot under the supervision of the Executive Director of the Personnel Appeals Board. Voters will be allowed to vote without interference, restraint, or coercion. Electioneering will not be permitted at or near the polling place. Violations of these rules should be reported immediately to a PAB agent. All mail ballots will be handled only by PAB personnel and will be thoroughly combined with the manual ballots prior to the count to make sure that it is not possible to discern how field office employees vote either as a group or as an office.

Regarding Authorized Observers, the PAB Notice of Election further states:
Each of the interested parties may designate an equal number of observers, this number to be determined by the [PAB] Executive Director or her designee. These observers (a) act as checkers at the voting place and at the counting of ballots; (b) assist in the identification of voters; (c) challenge voters and ballots if necessary; and (d) otherwise assist the Executive Director or her designee. Observers also observe all phases of the mail ballot process.

Any eligible voters who need Special Assistance should notify the PAB clerk, their Team Coordinator or contact gaoanalyts@iftpe.org as soon as possible to ensure they have the necessary assistance to cast their vote.
